Drawing on a recently published book, Small Drones, Big Problems: A First Principles Approach to Countering-UAS, Dr. Paul Lushenko will address how the proliferation of small drones is changing warfare and creating new challenges for military forces, government agencies, and law enforcement. Rather than treating drones as revolutionary, or counter-drone operations as primarily a technological problem promising a silver-bullet, Dr.
Lushenko argues that drones reflect an enduring cycle of military innovation and adaptation. This perspective informs a practical framework for understanding drone threats through the "Four Ps" (person, platform, process, and payload) and protecting against them through the "Five Ds" (detect, deny, disrupt, deter, and defeat). Drawing on contemporary operational experience from Ukraine, the Middle East, and the U.S. homeland, Dr.
Lushenko explains why effective drone protection requires understanding the entire threat system, getting "left-of-launch," building layered defenses, integrating emerging technologies such as artificial intelligence, and developing the organizational discipline necessary to adapt faster than adversaries.
