Free evening CPD panel on Scotland's devolution settlement with Akash Paun, Thomas Horsley and Aileen McHarg, followed by a drinks reception.

The Scottish Public Law Group are delighted to invite you to a free evening CPD event; Navigating the Devolution Settlement

Navigating the Devolution Settlement will take place on Thursday 29 October 2026 at the Usha Kasera Lecture Theatre, Old College, Univeristy of Edinburgh from 5:30 to 7:00 pm. Remote attendance is also available.

Our panel of expert speakers will discuss developments in the sphere of devolution and consider how the landscape may evolve in coming years: Akash Paun (Institute for Government) will analyse the implications of downing street's revised devolution agenda for Scotland. Thomas Horsley (Liverpool University) will provide an update on application of the UK Internal Market Act in a devolved context.

Aileen McHarg (Durham University) will discuss the practical implications of the UK Supreme Court's interpretation of s28(7) of the Scotland Act in the Continuity Bill and UNCRC references. Aileen recently co-authored a report on this topic entitled "Conditioning Power: Devolved Law-Making after the Supreme Court's s28(7) rulings" .

Registration will open at 5:15, with presentations commencing at 5:30. There will be an opportunity to put questions to the panel following their presentations, and a short drinks reception will follow thereafter. The SPLG are grateful to the Edinburgh Centre for Constitutional Law for their hosting of this event.
